Meet Our Board

Rick Trawick
Founder
Rick is Founder of Second Chances Garage and a current board member. Rick and his wife Cindy started Second Chances in 2010 with a vision to help those in need with transportation issues. His background in engineering and passion for cars of all types has been used to help create and grow an organization that can assist with low-cost cars, car repairs and reasonably priced used cars for our clients. In his spare time, Rick works on restoring his small fleet of old cars, reading history and hanging out with family.

Barbara Swanhart
Executive Director
Barbara comes from a diverse background in marketing, event management, nonprofit development, and real estate. This background has helped develop her management style, which is best described as leading by example. She possesses strong communication skills and has a results-driven work ethic.
Barbara grew up in Germantown, MD, and graduated from Seneca Valley High School and East Tennessee State University. With being a Frederick County resident for 34 years, she loves volunteering her time with community events and civic organizations. Alive @ 5 is one of her favorite community events and she has volunteered there for the past 3 years.
Staying professional but also giving the extra touch of complete honesty and compassion to everyone’s needs is how she will build relationships and produce mutually beneficial opportunities for Second Chances Garage.
When she’s not involved with the community, she enjoys spending time with her large family, staying fit, fishing, and hitting the beach.Â

Erin Garrett-Glaspell
Board of Directors, President
Erin has been a long-time member of the Second Chances Garage family. She started her journey as Board Secretary where she served for 3 years supporting the mission, the Board and staff members. She was later named Vice-President where she served for one year, and is now honored to represent the organization as the President of the BoD. Erin is a Human Resources Administrator for Proctor & Gamble in Shippensburg, PA and is an active member of her church where she sings in the worship band.  In her free time, Erin and her wife, Lora, balance coaching their daughter’s middle school softball team and working around their home doing yard work, planting flowers, and gardening. Â

John Frawley
BOARD OF DIRECTORS, Vice-President
John Frawley is an active member of the Frederick Community and has been retired since 2011. Prior to retirement, he worked as an Executive VP of Operations at Westwood One, an Operations Manager for Metro Traffic Control and was a Radio Broadcaster for WCVR-AM, Randolph, VT; WCFR-AM/FM, Springfield, VT; WKBR-AM, Manchester, NH; WLYT-AM/FM Haverhill, MA; WBZ-AM Boston; WHDH-AM Boston; and Metro Traffic Control. John also holds an A.S. in Media Production and B.S. in Media Communications from Lyndon State College, Lyndonville, VT.

Billie Homberg
Grants Administrator
Billie Homberg joined the staff of Second Chances Garage in 2017 as grant writer and was elected to Board of Directors in  September 2020. She is educated in Business Administration. Billie has been a resident of Frederick since April 2000. She has organizational affiliations with the Women’s Giving Circle Membership Committee, The Community Foundation Scholarship Committee, Frederick Chapter Encore Chorale-Admin Assistant to Chorale conductor, and Certified Master Gardener Class of 2008. Her hobbies are foreign and domestic travel, photography, senior golf league, watching British tv shows..and Happy Hours with friends!!

Linda Dochter
Grants Administrator
Linda Dochter has been a friend of Second Chances Garage since its founding. She joined our Board of Directors in January 2022. Before her retirement, she owned and operated an IT consulting firm specializing in network design and troubleshooting. Serving clients worldwide gave her many opportunities for travel at home and abroad.
Linda moved to Frederick in 1991 and has devoted hours of volunteer effort to start several United Methodist churches from the ground up. She has a special interest in adding value to taped video content by producing quality captions for both hard-of-hearing and deaf viewers. She is active in leadership and financial teams for her church and brings experience as a grant writer for non-profit organizations to Second Chances Garage.
Linda drives a Toyota Camry Hybrid named Blizzard. In their most recent adventures, she and Blizz took the Autotrain from DC to Orlando. Every good trip deserves a memory spotlight. Highlights from Florida trips have included kayaking in the Everglades and cheering a rocket launch live at Cape Canaveral. When she’s not on the road, Linda can be found dreaming about her next trip, drawing and writing creative stories.

April Dixon
Board Member
April Dixon is an associate attorney at McCurdy, Dean & Graditor, LLC, where her practice areas include estate planning, trust and estate administration, commercial real estate, and land use. April is an active member of the Maryland State Bar Association and the Bar Association of Frederick County, including the Young Lawyers Section. She has served in various officer roles for the Young Lawyers Section. April is a dedicated volunteer of the Frederick County 4-H Youth Program and currently serves on the board of directors for the Frederick County 4-H Camp & Activities Center. April has always called Frederick home – she grew up on a dairy farm outside of Mt. Airy and currently lives near Libertytown with her husband and their two dogs. Â

Laura Johnson
Board Member
Laura is the founder of Hummingbird Wealth Management. Laura has almost 30 years’ experience in the Financial Services Industry. She enjoys helping her clients develop a Financial Plan and educating and supporting them throughout the life of their plan. Laura specializes in Wholistic Financial Planning and Investment Management.
